Mayor Burgess announced that Representative Jeff May had been successful in getting a $256,000 commitment from DOT for the Solo Cup entrance road.  (Estimated cost of road is $300,000.) continued...

Council Member Peppers made a motion, seconded by Council Member Terry to approve the amendment to the Drug and Alcohol Abuse Prevention Ordinance to change the location of the collection facility to Dr. Bennett’s Office here in Social Circle.  All were in favor. continued...

City Manager Doug White presented a bid from Circle Electric for Generator Lift Station Wiring for $58,332.62 and recommended approval.  This was the only bid received.


Council Member Terry made a motion, seconded by Vice Mayor Price to accept the bid of $58,332.62 from Circle Electric for Generator Lift Station Wiring.  All were in favor. continued...

Vice Mayor Price opened the public hearing for zoning.  City Manager Doug White explained the process to date to annex 1200 acres into Social Circle.  He also pointed out that the Planning and Zoning Commission recommended adding MUBP as a zoning classification to the Zoning Ordinance.  There were no parties present to speak for or against the zoning classification. continued...

Council Member Terry made a motion, seconded by Council Member Peppers to implement a rate structure for use of the Community Room for $50 and the Library for $25 with the following stipulations:


·        No Charge for Civic Organizations in Social Circle


·        No Charge for Non Profit Organizations in Social Circle


·        No Charge for Governmental Agencies

Mayor Burgess thanked John Douglas and Jeff May for their continued support of Social Circle.  Senator Douglas and Representative May both congratulated Social Circle on Solo Cup Distribution Center and commended Mayor and Council for all of their positive efforts in Social Circle.



Council Member Terry asked if the City Attorney could review the city’s ordinance regarding businesses staying open after midnight.  He said he Waffle House had expressed an interest and asked about amending the ordinance as they are a 24 hour operation. continued...

Senator John Douglas congratulated Social Circle for the new Solo Cup Distribution Center that was finalized last week.  He also stated that he notice DOT had put up the city limit signs on I-20.  He noted he was continuing to watch the school situation and would offer any help he could and that an emergency session was held last week to take off the gas tax for 30 days. continued...

Terry Womack, Executive Director of the Walton County Chamber of Commerce shared with Mayor and Council the results of a listening session held last November.  She said that there was a request for a brochure that included Social Circle.  She said that they were working with the State and were creating a brochure that would cover the entire Walton County area and that the brochure would be ready soon.  She also said that to date there were 62 members of the Chamber from Social Circle.  She thanked Council for their time and said to let her know if there were projects that needed her help. continued...

Senator John Douglas reported his excitement regarding Social Circle’s business prospect that the Social Circle Development Authority is working with.  He also applauded Social Circle on their recent July 4th celebration and dedication of the new Public Safety Department.  Mayor Burgess also reported that Senator Douglas was working with DOT to allow a city limit sign on I-20. continued...
