Minutes from May 8, 2006, 6PM

Mayor Burgess called the meeting to order with the following Council Members present: Angela Porter, Anne Peppers and David Terry. Also present were City Attorney Joe Reitman, City Manager Doug White and City Clerk Susan Roper.

Guests present were: Jeff Johnson, Donnie McCullough, Gretchen Franklin, Kevin Haney, Steve Couch, Amanda Fitzgerald and Emily Rawlins.

Mayor Burgess led the Pledge of Allegiance.

Mayor Burgess introduced Senator Douglas. The Senator apologized for missing the last few meetings. He thanked the Mayor for his good work during the legislative session.

City Manager Doug White introduced Gretchen Franklin, Nurse Manager with Walton County Health Department and EMA Director Steve Couch who gave a presentation on the Avium Flu. The City Manager was asked to begin attending the LEPC meetings . Next to be held May 11^th at 1:30 PM. Mayor Burgess thanked them for their presentation.

Vice Mayor Peppers reported that she had attended the Public Meeting/Open House held by DOT on the Bypass last Thursday. She said there appeared to be good attendance and that DOT reported that the bypass routes should be narrowed down to 2 by the fall.

The agenda was approved as submitted.

Council Member Peppers made a motion, seconded by Council Member Porter to approve the minutes for April 10, 2006 Public Hearing, April 10, 2006 Regular Meeting, April 13, 2006 Called Meeting and April 24, 2006 Called Meeting as presented. All were in favor.

Council Member Terry made a motion, seconded by Council Member Peppers to approve the financial reports for April 2006 as presented. All were in favor.

City Clerk Susan Roper reported that she had not received any information from Grady Lemonds regarding the Social Circle Development Authority appointments.

City Manager Doug White reported that Ross and Associates has submitted a bid for $23,400 for impact fees on streets and public safety. City Manager White suggested that we move forward with the study and be ready in July to implement with out new budget. Council Member Porter made a motion, seconded by Vice Mayor Peppers to approve City Manager White’s recommendation. All were in favor.

Council Member Terry made a motion, seconded by Council Member Porter to approve a Lawn Maintenance Contract with Gunn Lawn Care. All were in favor.

City Manger White gave an update on ongoing projects.

Mayor Burgess and Attorney Reitman updated on the recent petition for annexation. Mayor Burgess mentioned he had been contacted with more interest in annexing.
