Minutes from August 14, 2006

Vice Mayor Peppers called the meeting to order with the following Council Members present: Angela Porter, David Terry and Traysa Price. Also present were City Attorney Lee Abney, City Manager Doug White and City Clerk Susan Roper.

Guests present were: Joe Begin, Joe Johnston, Ginny Johnston, Scott Hupp, Douglas Peters, Michael Hornsby, Rudon Garner, Judy Mauldin, Alfred Mauldin, Jamie Peterson, Michael Seymour, Barbara Seymour, John Anchors, Crenan Mills, Lynn Mills, Bill Scott, Rodney Hackye and Stephen Milligan.

Vice Mayor Peppers led the Pledge of Allegiance.

Crenan Mills, Chairman of the Tree Board presented the 2005 Arbor Day Foundation Growth Award to the City from the Arbor Day Foundation. Mr. Budd from the Georgia Forestry Council was present commending the City’s Tree Board and its efforts. He stated than only a few presentation were made and Social Circle was a recipient due to its tree planting program, recycling program and youth education.

Council Member Terry asked Assistant Public Safety Director to introduce the new officers: Scott Hupp, Fire Division, Jason Stribling, PSO, Steven Jordan, PSO, George Cribbs, PSO, Mark Harrison, PSO, Justin Holmes, PSO and Tommy Fleming, PSO.

Council Member Price made a motion, seconded by Council Member Terry to approve the agenda as amended. #9 removed and replaced with Public Safety Debt and Volunteer Fire Budgets. All were in favor.

Council Member Terry made a motion, seconded by Council Member Porter to approve the minutes for July 2006 as presented. All were in favor.

Council Member Terry made a motion, seconded by Council Member Price to approve the Financial Statement for July 2006 as presented. Council Member Terry noted his concern about the delinquent tax amount. City Clerk Susan Roper pointed out that much work was being done with the auditors to correct the General Ledger balances for delinquent taxes. All were in favor.

Vice Mayor Peppers opened a Public Hearing to hear public comment regarding a Variance Application from Michael Hornsby, 191 E. Hightower Trail for side and rear setbacks of the property adjacent to his property purchased to build a breezeway, swimming pool and garage. Vice Mayor Peppers instructed that parties both for and against would be given a chance to speak giving 10 minutes per side. City Manager Doug White informed Council that the Planning and Zoning Commission recommended approval. Mr. Hornsby spoke in favor of the variance. No one was present to speak against. Vice Mayor Peppers closed the hearing. Council Member Terry made a motion, seconded by Council Member Porter to approve the variance request. All were in favor.

Council Member Price made a motion, seconded by Council Member Terry to approve a Debt Service Budget for 2005, 2006 and 2007 and a Volunteer Fire Department budget for 2005, 2006 and 2007. All were in favor.
