SOCIAL CIRCLE CITY COUNCIL MEETING
OCTOBER 9, 2006, 6:00 PM
COMMUNITY ROOM
Mayor Burgess called the meeting to order with the following Council Members present: Anne Peppers, Angela Porter and David Terry. Also present were City Attorney Lee Abney, City Manager Doug White and City Clerk Susan Roper.
Guests present were: Tom Lutton, Stephen Milligan, Don Garner, Jamie Peterson, Nancy Posner, Paul Posner and Bobby Posner.
Mayor Burgess led the pledge of allegiance.
Jamie Peterson, Director Social Circle Better Home Town appeared to thank Mayor and Council and the City of Social Circle Employees for all of their help during the Friendship Festival the previous Saturday. She declared it a successful day and the Mayor commended her and stated he thought it was the best one yet. Jamie invited Mayor and Council to the Better Hometown Annual meeting scheduled for October 26, 2006 at 6pm at Mars Hill Church.
The agenda was approved without objection with the following changes: Item 8, Adult Entertainment Ordinance was removed and Audit Engagement Letters were added.
Council Member Terry made a motion, seconded by Council Member Peppers to approve the minutes for September 11, 2006 with the following corrections: 4th paragraph on the first page changed from invocation to pledge of allegiance and last paragraph on the first page changed from Council Members abstained to Council Members Terry, Price and Porter voted in favor. Council Member Peppers abstained. All were in favor.
City Manager Doug White presented the Zoning Request from Larry Mayfield for 934 W. Hightower Trail from R15 to Neighborhood Commercial. Mayor Burgess opened
a public hearing giving 10 minutes for and against. Larry Mayfield spoke to Mayor and Council explaining that he wished to rezone so he could put his HVAC business there. He stated that he would be fine with a conditional use if Mayor and Council would consider. There was no one present wishing to speak against the rezone. After some discussion from Council Mayor Burgess closed the public hearing. Council Member Peppers made a motion, seconded by Council Member Porter to uphold the recommendation of the Planning & Zoning Commission to deny the request. All were in favor.
City Clerk Susan Roper presented Audit Engagements Letters from Treadwell and Tamplin for the fiscal year ending June 30, 2006 Audit. The letters included proposals for the Audit, DCA Report of Local Government Finances and Depreciation Schedules. Council Member Peppers made a motion, seconded by Council Member Terry to authorize Mayor Burgess to sign the engagement letters. All were in favor.
City Manager Doug White reported to Mayor and Council that the City’s Comprehensive plan was to be updated by June 2007. Mayor Burgess suggested a retreat to get all of the groups together to get the plan ready. Mr. White also noted that a Corridor Protection Ordinance and Storm Water Ordinances would be coming up soon for consideration.
Council Member Terry made a motion, seconded by Council Member Peppers to adjourn. (6:40PM) All were in favor.
Mayor and Council (Traysa Price arrived), City Manager and City Clerk moved into a NIMS training session conducted by Ron Zara, Captain, Social Circle Public Safety Department.
