SOCIAL CIRCLE CITY COUNCIL MEETING

FEBRUARY 12, 2007, 6:00 PM

COMMUNITY ROOM

 

 

Vice Mayor Porter called the meeting to order with the following Council Members present:  David Terry and Anne Peppers.  Traysa Price arrived at 6:10 PM.  Also present were City Attorney Joe Reitman, City Manager Doug White and City Clerk Susan Roper.

 

Vice Mayor Porter led the pledge of allegiance.

 

Stephen Milligan presented the Walton Tribune Readers Choice Awards to the following:

            Best Elected Official in Social Circle – Mayor Burgess

            Best Fire Fighter in Walton County – Clay McCullough

            Best City of Social Circle Employee – Clay McCullough

 

Council Member Terry made a motion, seconded by Council Member Peppers to approve the agenda with the following corrections: 

Add     #15 R. J. Wood – Final Change order for Alcova Water Tank

Table    #8A Forest Lake Estates Minor Subdivision – Tony Shriver      (March 12, 2007)

Table    #8C Residential Occupancy Ordinance (March 12, 2007)

 

Council Member Peppers made a motion, seconded by Council Member Price to approve the minutes for January 16, 2007 as presented.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Terry to approve the financial statements as presented.  All were in favor.  Council Member Terry asked about the balance of delinquent taxes and instructed staff to pursue collecting.

 

City Manager Doug White and City Attorney Joe Reitman explained to council the Corridor Overlay Ordinance.  Vice Mayor Porter opened a public hearing giving the public both for and against 10 minutes to speak.  There being no interested parties in attendance either for or against the ordinance, Vice Mayor Porter closed the public hearing.  Council Member Terry made a motion, seconded by Council Member Price to approve the Corridor Overlay Ordinance effective March 12, 2007.  All were in favor.  Council Member Terry made a motion, seconded by Council Member Price to consider the map for the Corridor Overlay Ordinance at the March 12, 2007 meeting.  All were in favor.

 

City Manager Doug White presented the Model MNGWPD Ordinances for the 2nd reading.  He and Attorney Reitman pointed out that these ordinances approved the minimum requirements and that they would be tailored to Social Circle during the review process.  (Transitional Documents)  Vice Mayor Porter opened a public hearing giving each side for and against 10 minutes to speak.  There being no interested parties present to speak for or against Vice Mayor Porter closed the public hearing.  Council Member Peppers made a motion, seconded by Council Member Price to approve the Open Space Development Ordinance.  All were in favor.  Council Member Price made a motion, seconded by Council Member Terry to approve the Stream Buffer Protection Ordinance.  All were in favor.  Council Member Price made a motion, seconded by Council Member Terry to approve the Illicit Discharge and Illegal Connection Ordinance.  All were in favor.  Council Member Terry made a motion, seconded by Council Member Peppers to approve the Floodplain Management/Flood Damage Prevention Ordinance.  All were in favor.  Council Member Peppers made a motion, seconded by Council Member Price to approve the Post-Development Stormwater Management for New Development and Redevelopment.  All were in favor.  Council Member Peppers made a motion, seconded by Council Member Price to approve the Litter Control Ordinance.  All were in favor.

 

City Clerk Susan Roper reported that there was a vacancy on the Social Circle Development Authority Board.  The matter was tabled until the March 12, 2007 meeting.

 

Council Member Peppers made a motion, seconded by Council Member Price to appoint Louis VanDyke to the Downtown Development Authority for a 3 year term to expire December 2009.  All were in favor.

 

City Clerk Susan Roper reported that there was a vacancy on the Planning and Zoning Board.  The matter was tabled until the March 12, 2007 meeting.

 

Council Member Terry made a motion, seconded by Council Member Price to approve a bid from Ragsdale (not to exceed $75,000) to replace the water line that runs under the E. Hightower Bridge.  All were in favor.

 

Council Member Terry made a motion, seconded by Council Member Peppers to declare the following City of Social Circle property as surplus:

            Case 480E Backhoe (Street)

            1993 Ford Ranger Pickup (WWTP)

            1985 Ford F600 Truck (Street)

All were in favor.

 

City Manager Doug White presented a change order document from R. J. Wood & Co. to close out the Alcova Water Tank project.  The change order is a deduct for $30,679.94.  Council Member Price made a motion, seconded by Council Member Terry to approve.  All were in favor.
