Minutes from March 12, 2007

Mayor Burgess called the meeting to order with the following Council Members present: David Terry, Traysa Price, Angela Porter and Anne Peppers. Also present were City Attorney, Lee Abney, City Manager Doug White and City Clerk Susan Roper.

Mayor Burgess led the pledge of allegiance.

Better Hometown Volunteer Nancy Posner made a request to Council for upfront money to purchase several items up to $5000 for the 175^th anniversary. Council Member Terry made a motion, seconded by Council Member Peppers to approve the request. All were in favor.

Council Member Terry asked Attorney to check about trucks in subdivisions. Mayor Burgess reported that he had been invited to a GDOT meeting in Atlanta on March 26^th regarding the truck route. Council Member Terry commended the firefighters for their cooperation with Loganville Fire Department the previous weekend on a very serious fire.

Council Member Terry made a motion, seconded by Council Member Price to approve the minutes for February 2007 as presented. All were in favor.

City Clerk Susan Roper reported that Financial Statements were withheld due to Computer data issues the past week. Reports will be submitted soon.

City Manager Doug White reported that the First Baptist Church had requested a 4’ variance. He introduced Mark Campbell who made a presentation to the council on behalf of the Church. Mayor Burgess opened a Public Hearing to hear public comment. He stated that 10 minutes would be allowed for each side. Mr. Bates Cannon at 255 N Cherokee reported concern for drainage. There being no others present to speak for or against Mayor Burgess closed the hearing. Council Member Porter made a motion, seconded by Council Member Price to allow the variance. All were in favor except Council Member Peppers abstained from vote.

Corridor Overlay Ordinance was deferred to the April 9, 2007 meeting.

Residential Occupancy was deferred to the April 9, 2007 meeting.

Council Member Terry made a motion, seconded by Council Member Peppers to appoint Hal Dally to the Social Circle Development Authority. All were in favor.

Council Member Porter made a motion, seconded by Council Member Terry to appoint Robert Howard to the Planning & Zoning Board. All were in favor.

Council Member Terry made a motion, seconded by Council Member Peppers to appoint Brad Brownlow as alternate Judge for Municipal Court. All were in favor.

Council Member Terry made a motion, seconded by Council Member Porter to approve building a shed for the public works department for $12,500. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Porter to approve budget amendments for FYE Budget 2005-2006. All were in favor.

Council Member Terry made a motion, seconded by Council Member Price to approve the amendments to the Drug & Alcohol Ordinance. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Terry to approve changing the Social Circle Polling Place to the Community Room in City Hall and to approve a contract to allow the Walton County Election Board to handle City Elections. All were in favor.
