SOCIAL CIRCLE CITY COUNCIL MEETING

APRIL 9, 2007, 6:00 PM

COMMUNITY ROOM

 

 

Mayor Burgess called the meeting to order with the following Council Members present:  David Terry, Traysa Price, Angela Porter and Anne Peppers.  Also present were City Attorney, Joe Reitman, City Manager Doug White and City Clerk Susan Roper.

 

Mayor Burgess led the pledge of allegiance.

 

Asst. Public Safety Director Steve Shelton introduced new officers, Borrero, Ford, Clifton and Shaw.  Mr. White presented Borrero a “Pat on the Back” award for his recent assistance to a motorist on I-20 resulting in a “Thank You” letter from Mike Trahan.

 

Wayne McMillan, Chairman Social Circle BHT presented Mayor and Council with a budget for the 2007-2008 fiscal year.

 

Crenan Mills, Chairman Social Circle Tree Board reminded Mayor and Council that a decision needed to be made regarding the trees for the streetscape project.  Mayor Burgess asked that this matter be put on the May agenda for consideration.

 

Senator Douglas gave a brief summary of the Legislative session to date.

 

Council Member Terry made a motion, seconded by Council Member Porter to approve the minutes as submitted.  All were in favor.

 

Ronnie Wood from R. J. Wood, Inc. gave Mayor and Council a report on the Memorial Street widening project.  He also explained that there was about $165,000 left on the water loan with GEFA and he and Mr. White were working with them to use the money for water lines on the bypass.  He reported that Sewer line A & B and Fairplay Lift Station were moving along and that Fred Eggers was doing a fine job and had saved the City some money on the projects.

 

Council Member Peppers made a motion, seconded by Council Member Price to approve the Financial Statements for March 2007 as presented.  All were in favor.

 

5 Star Grading – Major Subdivision was tabled to May 14, 2007 awaiting the drainage survey from 5 Star.

 

City Manager Doug White reported that Deborah Crowley at 221 Marco Estates had requested a 2’ variance to put up a portable carport.  He also reported that Planning & Zoning had acted on the request and recommended approval.  Mayor Burgess opened a public hearing allowing public comment for and against for 10 minutes each side.  There being no parties present to speak for or against the matter Mayor Burgess closed the public hearing.  Council Member Price made a motion, seconded by Council Member Porter to approve the 2’ variance for Deborah Crowley at 221 Marco Estates to put up a portable carport.  All were in favor.

 

The Map for the Corridor Overlay Ordinance was tabled until the May, 14, 2007 meeting allowing time for the RDC to prepare the map.

 

Council Member Terry made a motion, seconded by Council Member Porter to approve the Residential Occupancy Ordinance as an amendment to the City Code.  All were in favor.

 

Council Member Terry made a motion, seconded by Council Member Peppers to authorize the City Clerk to open a checking account at Georgia Central Bank for Public Safety Traffic Safety money to be used for Traffic Safety Equipment.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Porter to authorize the City Clerk to open a checking account at Georgia Central Bank for Municipal Court Add On Fee’s.  All were in favor.

 

City Attorney Joe Reitman reported that the Adult Entertainment Ordinance should be tabled until the May 14, 2007 meeting in order for the RDC to prepare the map.

 

Council Member Porter made a motion, seconded by Council Member Price to approve an expense of $6,300 to repair the Raw Water Pump at the Water Treatment Plant.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Terry to approve a quitclaim deed for Sara Thomas (Gabriel’s) on S. Cherokee for ownership of a strip 25’X22’ behind their building.  All were in favor.

 

Council Member Terry made a motion, seconded by Council Member Peppers to appoint Susan Roper at Municipal Election Superintendent to hand all elections upcoming in 2007.  All were in favor.
