Minutes from July 23, 2007

Mayor Burgess called the meeting to order with the following council members present: Anne Peppers, Angela Porter, Traysa Price and David Terry. Also present were City Manager Doug White and City Clerk Susan Roper.

Mayor Burgess introduced a Resolution certifying meetings necessary to meet the requirements of the Comprehensive Plan. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Terry to authorize Mayor Burgess to sign a lease to authorize an Art Coop to lease space in the Visitors Center. All were in favor.

Mayor Burgess reported that ADF had asked him for an incentive from the City to assist with an investment for odor control at their facility. Council member Terry made a motion, seconded by Council Member Peppers to authorize Mayor Burgess to write a letter to ADF that we were exploring options for financial incentive. All were in favor.

Mayor Burgess mentioned that the Planning & Zoning Commission has asked for their ordinance to be update. City Manager Doug White reported that he was working with the City Attorney on the matter.

Mayor Burgess read the Budget resolution to adopt the 2007-2008 budget. Council Member Peppers made a motion, seconded by Council Member Porter to approve as presented. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Porter to authorize the City Clerk to open a checking account to handle SPLOST funds. All were in favor.

Mayor Burgess reported that he was working on a grant to clean up the Mill Site. He asked that the September meeting be moved to the 17^th so the hearing could be held in conjunction with our regular meeting.

Council Member Terry made a motion, seconded by Council Member Porter to raise salary for Susan Roper City Clerk to $48,260. All were in favor.

Council Member Price made a motion, seconded by Council Member Peppers to close the regular meeting. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Porter to go into executive session for the purpose of personnel. All were in favor.
