SOCIAL CIRCLE CITY COUNCIL MEETING


 

AUGUST 13, 2007


 

COMMUNITY ROOM


 

 


 

Mayor Burgess called the meeting to order with the following Council Members present:


 

David Terry, Angela Porter, Anne Peppers and Traysa Price.  Also present were the City Attorney, Joe Reitman, City Manager Doug White and City Clerk Susan Roper.


 

 


 

Mayor Burgess led the pledge of allegiance.


 

 


 

Senator John Douglas congratulated everyone involved with the Heritage Day Activities on Saturday.  Very well done. Mayor Burgess thanked Senator Douglas for his assistance with the ADF project and reported to Council that he had contacted both Issakson and Chambliss for assistance.


 

 


 

John Anchors asked Mayor and Council if they had addressed any of the concerns that arose from the meeting on May 14th when the Baldoni Foundation made a presentation about the Skate Park.  After much discussion regarding concerns Mayor Burgess suggested to Mr. Anchors that he and Mr. Rainwater continue to meet with the Baldoni Foundation.


 

 


 

Council Member Porter arrived at 6:25 PM.


 

 


 

Mayor Burgess reported that he had spoken with Aaron Varner with Newton County to discuss the dispute over the annexation.  They both agreed that a joint meeting of Newton County officials and Social Circle officials would be a good next move.  Mayor Burgess was given approval to set up such a meeting.


 

 


 

Items 8a, 8c and 8d were removed from the agenda without objection.  (planning & zoning items)


 

 


 

Council Member Terry made a motion, seconded by Council Member Porter to approve the minutes for June 28, 2007, July 9, 2007 and July 23, 2007.  All were in favor.


 

 


 

Council Member Peppers made a motion, seconded by Council Member Terry to approve the financial statements for July 2007 as presented.  All were in favor.


 

 


 

Council Member Porter made a motion, seconded by Council Member Terry to approve the CPS Partners request for a major subdivision on Clegg Farm Road.  All were in favor.


 

 


 

Council Member Peppers made a motion, seconded by Council Member Terry to set the tax millage rate for 2007 at 7.417.  All were in favor.


 

 


 

Council Member Porter made a motion, seconded by Council Member Terry to hire the firm of Rector, Moffitt and Lindsay to per their quote date June 13, 2007 to do pre-audit work to prepare for the FYE June 30, 2007 audit.  All were in favor.


 

 


 

Council Member Peppers made a motion, seconded by Council Member Porter to appoint Treadwell, Tamplin and Company to do the FYE June 30, 2007 audit.  The audit must bed finished and submitted to the state by December 31, 2007 or liquidated damages will be applied.  City Attorney Reitman was instructed to draw up a contract with a liquidated damages clause to be reviewed and approved by Anne Peppers and Mayor Burgess.  All wee in favor.


 

 


 

Council Member Terry made a motion, seconded by Council Member Porter to approve an amendment to the contract to close out Trunk Line A for $78,857.42 and Trunk Line B for $33,862.20.  All were in favor.


 

 


 

Engineer R. J. Wood explained the Wetland Protection for the Hard Labor Creek Reservoir.  Mayor Burgess appointed R. J. Wood, Doug White and Joe Reitman as a committee to finalize the ordinance and come back to council.


 

 


 

Council Member Terry made a motion, seconded by Council Member Peppers to award the Memorial Widening Project to Tod Smith Grading for 90 days at $317,275.00.  All were in favor.


 

 


 

City Manager Doug White reported that the following roads would be paved with the SPLOST funds:  $65,500.


 

            Amber Stapp Road


 

            Clegg Farm Road repair prior to LARP resurfacing


 

            Fairplay road beyond by-pass at Beaver Pond


 

            Cannon Drive from Hwy 11 to Spring


 

 


 

Council Member Peppers made a motion, seconded by Council Member Porter to appoint Susan Roper as the Election Superintendent for the upcoming General and Special Election.  All were in favor.


 

 


 

Council Member Peppers made a motion, seconded by Council Member Porter to raise the littering fine to $1,000.  All were in favor.


 

 


 

City Manager Doug White reported that after a 1 year trial he was ready to appoint Steve Shelton as the Public Safety Director.  Mayor and Council congratulated Mr. Shelton.
