Minutes for December 17, 2007

Wayne McMillan, Chairman of the Better Hometown Program introduced Lindsey Wood, new Director for the BHT Program. He also invited everyone to a reception for Lindsey at the Blue Willow on the 19^th at 5:30 PM.

Senator Douglas reminded all of the good year in Social Circle. He said he and Jeff May would be working together to fund a $50,000 grant request for the park. He said that the main topics for the 2008 session that begins on January 14^th would be Water, Transportation and Taxes.

The agenda was approved without objection with the following changes:

Council Member Terry made a motion, seconded by Council Member Peppers to approve the minutes for November 2007 as presented. All were in favor.

Council Member Terry made a motion, seconded by Council Member Peppers to approve the Financial Statements for November 2007 as presented. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Terry to approve a bid from CC&A for $9,696.18 for a new Raw Water Pump for the Water Plant. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Terry to approve the following Beer and Wine Licenses for 2008.

Keleta Village Mart, 247 Cannon Road

Freshway Market , 1261 N. Cherokee Road

BP Food Mart, 1265 B N. Cherokee Road

All were in favor.

Council Member Peppers made a motion, seconded by Council Member Terry to approve the Rural Transportation Program Contract (Van) as submitted. All were in favor.

Council Member Terry made a motion, seconded by Council Member Peppers to change the January 2008 meeting to January 14, 2008 at 6:30 PM. All were in favor.

Council Member Terry made a motion, seconded by Council Member Pepper to approve a bid from Kenny Dingler for $5,600 for a new roof on the Annex. All were in favor.

City Manager Doug White presented information to Mayor and Council about a Natural Gas Rebate Program for Social Circle. He stated that the Municipal Gas Authority was working with Social Circle to get a brochure ready and would be ready to present in January.

City Attorney Joe Reitman presented the Franchise Fee Ordinance. Council Member Peppers made a motion, seconded by Council Member Terry to approve the ordinance as submitted. All were in favor.

Council Member Terry made a motion, seconded by Council Member Peppers to approve the Telecommunications Management Service with GMA as presented. All were in favor.

Council Member Peppers made a motion, seconded by Mayor Burgess to appoint Council Member Terry Vice Mayor effective January 1, 2008. All were in favor.

Council Member Terry made a motion, seconded by Council Member Peppers to purchase a tractor, boom mower and bush hog from Hays Tractor for $74,649.00 and a leaf vacuum from Howard Equipment for $17,500 and finance with GMA. All were in favor.

Council Member Peppers made a motion seconded by Council Member Terry to leave regular session. All were in favor.

Council Member Price arrived at 7:10 PM.

Council Member Terry made a motion, seconded by Council member Peppers to go into executive session to discuss future real estate acquisition and pending litigation. All were in favor.

Mayor Burgess excused himself from executive session.

Council Member Peppers made a motion, seconded by Council Member Price to go out of executive session. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Price to return to regular session. All were in favor.

City Attorney Joe Reitman checked outside to invite anyone outside to return to the meeting.

Council Member Peppers made a motion, seconded by Council Member Price to enter into the proposed lease agreement with an option to purchase with The Hester House, LLC and the City of Social Circle. All were in favor.

Without objection a contract for repairs of the Hester House was added to the agenda.

Council Member Price made a motion, seconded by Council Member Pepper to authorize City Manager Doug White to negotiate a contract with Sam Malloy for work to be done on the Hester House to secure and protect from weather. A meeting was set for December 21, 2007 at 2PM to discuss the contract. All were in favor.
