SOCIAL CIRCLE CITY COUNCIL MEETING

February 18, 2007, 6:30 PM

COMMUNITY ROOM

 

 

 

Mayor Burgess called the meeting to order with the following Council Members present:

David Terry, Angela Porter and Anne Peppers.  Also present were City Attorney, Joe Reitman, City Manager Doug White and Assistant City Clerk Barbara Schlageter.

 

Mayor Burgess led the pledge of allegiance.

 

Mayor Burgess introduced Stephen Milligan with the Walton Tribune to present a Readers Choice Award for Best Elected City Official to Mayor Jim Burgess.  Mr. Milligan also presented a Readers Choice Award for Best City Employee to Clay McCullough.

 

Vice Mayor Terry made a motion, seconded by Council Member Porter to accept the contract from R. J. Wood and Company for the surveying and environmental work on the Memorial Drive Extension, project not to exceed $60,000.00.

 

Mayor Burgess introduced Senator John Douglas who presented an update for a grant on the Passive Park.  Senator Douglas informed the Mayor and Council that he had put in for the City of Social Circle to receive about $25,000.00 for the park and about $3000.00 for the library.  Senator Douglas advised that Walton County would be the largest benefactor from this local assistance grant.  Senator Douglas gave an update on the different tax plans before the legislature.

 

Mayor Burgess asks if any changes to the agenda.  City Manager Doug White asks that we amend the agenda and add consideration for appointment of replacing Max Perlowin for the Housing Authority Board.  Mayor Burgess said this would be 19A. on the agenda.

 

Council Member Peppers made a motion, seconded by Vice Mayor Terry to approve the minutes for January 14, 2008 as presented.  All were in favor.

 

Vice Mayor Terry made a motion, seconded by Council Member Peppers to approve the Financial Statements for January 2008 as presented.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Porter to approve using Rector, Moffitt & Lindsey, P.C. to assist the City Clerk quarterly, as well as year end for preparing the for the City of Social Circle Audit for the year end on June 2008.  All were in favor.

 

Vice Mayor Terry made a motion, seconded by Council Member Porter to approve the GMA Lease Purchase for WWTP Truck between the City of Social Circle and Georgia Municipal Association.  All were in favor.

Council Member Porter made a motion, seconded by Vice Mayor Terry to reappoint all expired Social Circle Planning and Zoning Commission Members.  All were in favor.

 

Council Member Terry made a motion, seconded by Council Member Porter to reappoint Tree Board Members Barbara Sams, Crenan Mills and Lynn Mills, Pat Preston would be replaced with Steve Williams, Owner Greensouth Landscape if Pat Preston does not to serve on the Tree Board, if she still wants to serve on the Tree Board, Steve Williams would be added as a new member.   All were favor.

 

Vice Mayor Terry made a motion, seconded by Council Member Peppers to reappoint all expired Social Circle Development Authority Members.  All were in favor.

 

Historic Preservation Commission Reappointments will be held over to the March 17, 2008 meeting due to no recommendation from the Chairman of the Historic Preservation Commission.

 

City Attorney, Joe Reitman reported that the City of Social Circle was asking to approve the Corridor Overlay Ordinance.  Mayor Burgess opened a public hearing allowing 10 minutes for each side.  City Attorney, Joe Reitman speaking for the City of Social Circle updated the public regarding the contents of the Corridor Overlay Ordinance.  There being no others present to speak for or against Mayor Burgess closed the public hearing.

Vice Mayor Terry made a motion, seconded by Council Member Porter to accept the Corridor Overlay Ordinance as presented.  All were in favor.

 

City Manager Doug White reported the proposed New Litter Ordinance.  This is the first reading of this ordinance.  City Manager Doug White informed the Mayor and Council that the New Litter Ordinance would be coming up under the Better Home Town Program.

 

City Manager Doug White reported the proposed New Yard Sale Ordinance would require that residents obtain a Yard Sale Permit, allowing residents to be able to have a certain number of yard sales per year and would probably be based on quarterly.  Council Member Porter asks that the yard sale permit ordinance would not count against the residents when the City Wide Yard Sale was scheduled.  City Manager Doug White said that the City Wide Yard Sale would be for everyone and would not count against the resident as a permitted yard sale.

 

City Manager Doug White reported that we were looking into a new proposed Nuisance Ordinance and was gathering more information the City Attorney Joe Reitman and was under review and would be brought back for adoption at a later date.

 

City Manager Doug White reported to the Mayor and Council that the city has 2 bids for the tie in for subdivisions from when we added the new water tank off Alcova.  City Manager Doug White recommended that Ragsdale Construction, Inc. be awarded the bid.

 

Vice Mayor Terry made a motion, seconded by Council Members Peppers to accept the contract with Ragsdale Construction, Inc.  All were favor.

 

Mayor Burgess asks City Manager Doug White about the high worker’s comp expenses.  City Manager Doug White informed the Mayor and Council that the rates did go up this year due and the City has more employees.

 

Vice Mayor Terry made a motion seconded by Council Member Porter that due to Housing Authority Board Member Max Perlowin being unable to attend prior meeting because he has moved from Social Circle; that his position on the Housing Authority Board be replaced by Pat Clark.  All were favor.

 

Mayor Burgess announced that the Walton Municipal Association will meet on February 21, 2008, 7PM.
