SOCIAL CIRCLE CALLED COUNCIL MEETING

March 13, 2008, 6:30 PM

CONFERENCE ROOM

Mayor Burgess called the meeting to order with the following Council Members present:

David Terry, Angela Porter and Anne Peppers.  On speaker phone was Traysa Price.  Also present were City Manager Doug White and City Clerk Susan Roper.

Mayor Burgess explained that a technical issue had come up with the annexation of Newton County property owners between GA Highway 11 and 278 at I 20.  He reminded that the city had accepted their petition to annex on April 26, 2006 and had annexed by the 100% method by ordinance dated November 6, 2006.  Now an apparent technical flaw has been discovered in the boundary description that might be creating an unincorporated island. 

Mayor Burgess recommended to Council members that the November 6, 2006 ordinance be repealed in its entirety. 

After some discussion Vice Mayor Terry made a motion, seconded by Council Member Peppers to approve the ordinance dated March 13, 2008 repealing the November 6, 2006 annexation ordinance.  All were in favor.

Vice Mayor Terry made a motion, seconded by Council Member Peppers to adjourn.
