SOCIAL CIRCLE CITY COUNCIL MEETING
April 15, 2008, 6:30 PM
COMMUNITY ROOM
Mayor Burgess called the meeting to order with the following Council Members present:
David Terry, Angela Porter and Anne Peppers. Also present were City Attorney, Joe Reitman, City Manager Doug White and City Clerk Susan Roper.
Mayor Burgess led the pledge of allegiance.
Better Hometown Director Lindsey Wood reported that the Easter Egg Hunt was a huge success. Estimates indicate about 300 participants. Also the first of the Concert Series on April 12th turned out about 100 people. Great to see that many people downtown. The City Wide Clean up is coming up on April 19th and the City Wide Yard Sale is scheduled for May 3rd.
Mayor Burgess reported that the By-Pass was on schedule with DOT to let a contract in 2010. He also announced that the City had received a $200,000 EPD Grant for clean up at the Mill site and thanked the Walton Tribune for a good article in the paper.
The agenda was approved as submitted.
Vice Mayor Terry made a motion, seconded by Council Member Porter to approve the minutes for March as submitted. After giving opportunity for discussion the Mayor called for a vote and all were in favor.
Council Member Peppers made a motion, seconded by Vice Mayor Terry to approve the financials for March 2008 as submitted. After giving opportunity for discussion the Mayor called for a vote and all were in favor.
Vice Mayor Terry made a motion, seconded by Council Member Peppers for the City and Planning & Zoning Commission to work with the City Attorney to update the City Zoning Ordinance at a price not to exceed $5,000. After giving opportunity for discussion the Mayor called for a vote and all were in favor.
Mayor Burgess gave a presentation to the Council (Traysa Price arrived at 6:55 PM) on his Downtown Design Concept. After some discussion Vice Mayor Terry made a motion, seconded by Council Member Price to go forward to get a plan. After giving opportunity for discussion the Mayor called for a vote and all were in favor.
Council Member Peppers made a motion, seconded by Vice Mayor Terry to the Anti-Drug Testing Procedures for the Gas Department. After giving opportunity for discussion the Mayor called for a vote and all were in favor.
Vice Mayor Terry made a motion, seconded by Council Member Price to approve a lease with GMA for $63,694 for 5 years for a tractor, bush hog and boom mower. After giving opportunity for discussion the Mayor called for a vote and all were in favor.
Vice Mayor Terry made a motion, seconded by Council Member Peppers to approve a contract with GTS for delinquent tax collections. After giving opportunity for discussion the Mayor called for a vote and all were in favor.
Council Member Price made a motion, seconded by Vice Mayor Terry to approve a proposal from Mauldin & Jenkins for audit services for FYE 2008, FYE 2009 and FYE 2010. After giving opportunity for discussion the Mayor called for a vote and all were in favor.
Council Member Peppers made a motion, seconded by Council Member Price to approve a bid from Todd Smith Grading for $780,126.47 and to pay Fred Eggers for inspections. After giving opportunity for discussion the Mayor called for a vote and all were in favor.
