Minutes for August 19, 2008

Mayor Burgess called the meeting to order with the following Council Members present: Traysa Price, Angela Porter, David Terry and Anne Peppers. Also present were City Attorney Joe Reitman, City Manager Doug White and City Clerk Susan Roper.

Mayor Burgess led the pledge of allegiance.

Council Member Porter made a motion, to approve a Service Agreement between the Boys & Girls Club of Social Circle and the City of Social Circle for a one time donation from the City of Social Circle to the Boys Club of Social Circle of $6,000. After much discussion and a decision to have representatives from the Boys & Girls Club of Social Circle at the next meeting Council Member Porter withdrew her motion.

Vice Mayor Terry made a motion, seconded by Council Member Price to approve the agenda as presented. All were in favor.

Council Member Peppers made a motion, seconded by Vice Mayor Terry to approve the minutes for July 2009. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Price to approve the Financial Statements for July 2008 as presented. All were in favor.

City Manager Doug White explained to Mayor and Council that all Downtown Planning Proposals had been received and copes disbursed to Mayor and Council. He suggested having the preferred company make a proposal to an invited group of community leaders and board and authority members. Mayor and Council set a date for October 2, 2008 at 7PM.

Council Member Peppers made a motion, seconded by Council Member Porter to approve a Liquor by the Drink Resolution as presented. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Porter to approve the 2008 Tax Millage rate at 7.411. After much discussion of the pending decision by the State of Georgia for the HTRG credit Mayor and Council agreed to allow the credit, send out the bills knowing that if the State does not fund that a supplemental bill would have to be mailed. Voting in favor of the motion were Council Member Price, Council Member Peppers and Council Member Porter. Voting against the motion was Vice Mayor Terry. Motion Passed.

Vice Mayor Terry made a motion, seconded by Council Member Price to approve the purchase of a Boring Tool (Ditch Witch) for $5,905.50. All were in favor.
