Minutes for October 21, 2008

Vice Mayor Terry called the meeting to order with the following Council Members present: Angela Porter and Anne Peppers. Also present were City Attorney Joe Reitman, City Manager Doug White and City Clerk Susan Roper.

Vice Mayor Terry led the pledge of allegiance.

Teri Womack, Executive Director of the Walton County Chamber of Commerce reported to Mayor and Council about the events ongoing with the Chamber. She also presented a contract for 2008-2009. Council Member Peppers made a motion, seconded by Council Member Porter to authorize Mayor Burgess to sign the contract with the Walton County Chamber of Commerce and to pay the $1,500 fee for dues. All were in favor.

The agenda was amended to include the following:

13b. City Code update – 1^st Reading

Council Member Porter made a motion, seconded by Council Member Peppers to approve the minutes as presented. All were in favor.

City Manager Doug White presented a building permit issue for Milton Wood. Mr. Wood has begun work on his basement to move his daughter and son in law who are in a wheel chair there. After much discussion and input from Attorney Reitman, Council Member Peppers made a motion, seconded by Council Member Porter to approve the permit and allow Mr. Wood to proceed after inspection by Walton County. All were in favor.

Council Member Price arrived 6:58 PM.

City Manager Doug White explained the Utility Registration and Permit Ordinance presented for approval. Council Member Peppers made a motion, seconded by Council Member Porter to approve the first reading and place on the agenda for adoption on November 18, 2008. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Porter to approve the purchase of a siren system from McCord Communications for $101,948.29 from SPLOST money. All were in favor.

Council Member Porter made a motion, seconded by Council Member Price to approve 2 new radio’s budgeted for the Public Safety Department for $5,867.46 from Motorola. All were in favor.

City Manager Doug White presented a Speed Zone Ordinance prepared by DOT to include the bypass. Council Member Peppers made a motion, seconded by Council Member Price to approve. All were in favor.

Council Member Price made a motion, seconded by Council Member Porter to authorize Mayor Burgess to sign the contract presented from Urban Collage, Inc. for downtown planning contingent on final review by Attorney Reitman. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Price to approve the 2007-2008 Budget Amendments as presented. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Porter to approve the Drug & Alcohol Ordinance Amendment as presented. All were in favor.

City Manager Doug White reported on future plans of expansion of the W. H. Stanton Memorial Library.

Council Member Peppers made a motion, seconded by Council Member Price to approve the first reading of the City Code Update and to authorize placement on the agenda for approval on November 18, 2008. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Porter to adjourn. All were in favor. 7:25 PM.
