Minutes for November 18, 2008

Mayor Burgess called the meeting to order with the following Council Members present? Angela Porter, Anne Peppers and David Terry. Also present were City Attorney Joe Reitman, City Manager Doug White and City Clerk Susan Roper.

Mayor Burgess led the pledge of allegiance.

Mayor Burgess asked all guests to introduce themselves.

Senator Douglas gave a report on the State’s budget cuts and how he expects them to unfold in the upcoming legislative session.

Council Member Terry welcomed his constituents from Town Park.

Council Member Terry made a motion, seconded by Council Member Porter to approve attendance Bonuses as presented. All were in favor.

Item 13A.DDA Appointment was added to the agenda.

Council Member Terry made a motion, seconded by Council Member Porter to approve the minutes as presented. All were in favor.

Council Member Porter made a motion, seconded by Council Member Peppers to approve the Financial Statements for October 2008 as presented. All were in favor.

City Manager Doug White presented a rezone request from Social Circle Methodist Church for 219 S. Cherokee from R15 to O&I. Mayor Burgess opened a public hearing giving 10 minutes to speak for each side. Richard Noth, Methodist Pastor reported that the property would be used for counseling services missions for the community. Wayne McMillan stated that he supported the project and that as a representative of the Historic Preservation Society they also support the rezone as the house would continue to be maintained as a historic property. There being no other parties to speak for or against the rezone, Mayor Burgess closed the public hearing. Council Member Terry made a motion, seconded by Council Member Peppers to approve the rezone. All were in favor.

Council Member Terry made a motion, seconded by Council Member Peppers to receive an annexation petition from HA Walton Co., LLC, Harry Arnold. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Porter to approve the Utility Registration & Permit Ordinance as presented. All were in favor.

Council Member Terry made a motion, seconded by Council Member Peppers to approve the Ethics Ordinance Amendment as presented. All were in favor.

Council Member Terry made a motion, seconded by Council Member Peppers to approve the City Code update as presented. All were in favor.

Council Member Porter made a motion, seconded by Council Member Peppers to appoint Bill Thornton to the DDA Board to fill the unexpired term of Carole Taylor. All were in favor.

Council Member Terry moved to adjourn.
