SOCIAL CIRCLE CITY COUNCIL MEETING
March 3, 2009, 6:30 PM
COMMUNITY ROOM
Mayor Burgess called the meeting to order with the following Council Members present. Anne Peppers and David Terry. Also present were City Attorney Joe Reitman, City Manager Doug White and City Clerk Susan Roper.
Mayor Burgess led the pledge of allegiance.
The agenda was approved as submitted.
Council Member Terry made a motion, seconded by Council Member Peppers to approve the Minutes for February 10, 2009 as presented. All were in favor.
Council Member Peppers made a motion, seconded by Council Member Terry to approve the financial statements for January 09 as presented. All were in favor.
City Manager Doug White reported that the Planning & Zoning Commission had met prior to this meeting and recommends approval of a petition to annex 449.8 acres from Carolyn Penland as AG2.
Mayor Burgess opened a public hearing to allow public comment regarding the zoning of AG2 for the 449.8 acres, giving each side (for & against) 10 minutes to speak. There being on one present to speak for or against Mayor Burgess closed the hearing.
Mayor Burgess opened a public hearing to allow public comment regarding the annexation of 449.8 acres into Social Circle, giving each side 10 minutes to speak. Doris Jones of 842 N. Cherokee Road asked if the property included Scott Terrace. Mayor Burgess closed the public hearing.
Council Member Terry made a motion, seconded by Council Member Peppers to approve the annexation petition from Carolyn Penland for 449.8 acres. All were in favor.
Council Member Peppers made a motion, seconded by Council Member Terry to approve AG2 zoning for the 449.8 acres of Carolyn Penland. All were in favor.
Council Member Terry made a motion, seconded by Council Member Peppers to approve the amendments to the Gas Drug Policy. All were in favor.
Council Member Terry made a motion, seconded by Council Member Peppers to appove the Gas Alcohol Policy. All were in favor.
Council Member Peppers made a motion, seconded by Council Member Terry to approve a form from the Georgia Public Library Service to Affirm the commitment of local funding for the W. H. Stanton Memorial Library. All were in favor.
Council Member Terry asked that the old Fire Truck that the Fire Department wants to surplus be held until the Historical Society or Museum have a chance to see if they want it.
Council Member Peppers made a motion, seconded by Council Member Terry to amend the agenda to include a request to open a new General Fund Checking Account. All were in favor.
Council Member Peppers made a motion, seconded by Council Member Terry to approve opening a new General Fund Checking account since the old one had sustained some theft activity. All were in favor.
Meeting adjourned at 7PM.
