MINUTES
SOCIAL CIRCLE CITY COUNCIL
REGULAR MEETING 
April 21, 2009, 6:30 PM
 
Mayor Burgess called the meeting to order with the following Council Members present:
 Traysa Price, Angela Porter and Anne Peppers. Also attending were City Attorney Joe Reitman, City Manager Doug White and City Clerk Susan Roper.
 
Mayor Burgess led the pledge of allegiance.
 
Mayor Burgess asked for a moment of silence in memory of Council Member David Terry who passed away on Sunday, April 5, 2009. He will be missed.
 
Bobby Posner of 264 Carnation Drive asked Mayor and Council to consider naming the new Public Safety Building after Council Member David Terry.
 
Connie Little, representing Sally Blankenbaker and the Lazemby’s from Town Park reported that they had a drainage problem but she had worked with Robby Miller this week and had the problem resolved.
 
Mayor Burgess thanked the City Employees for their hard work during the recent Snow storm. He noted that their actions reflected true dedication and leadership. 
 
Mayor Burgess stated to Council that the death of David Terry had created a vacancy on Council and since his term was over half way expired Council was in a position to appoint the remainder of the term. Council Member Price made a motion, seconded by Council Member Porter to appoint David Keener to fill the unexpired term of David Terry. All were in favor. Mayor Burgess added that Judge Dally was unavailable for the meeting tonight but was prepared to swear David in in her office in the morning.
 
The agenda stands approved as presented.
 
Council Member Price made a motion, seconded by Council Member Porter to approve the minutes for March 2009. All were in favor.
 
Council Member Peppers made a motion, seconded by Council Member Porter to approve the financial statements for March 2009. All were in favor.
 
City Attorney Joe Reitman reported that there were some revisions needed for the zoning ordinance approve about 1 year ago. Mayor and Council gave a consensus to proceed with advertising public hearings for both Mayor and Council and Planning & Zoning for these amendments. 
 
After much discussion and input from Public Safety Director Steve Shelton and City Manager Doug White, Council Member Peppers made a motion, seconded by Council Member Price to approve an amended version of the City of Madison Liquor by the Drink Ordinance. An amended version would be submitted to City Hall for review from Attorney Reitman’s office this week. All were in favor except Council Member Porter voted against.
 
Council Member Price made a motion, seconded by Council Member Porter to approve a DOT Van Application for a computer (Stimulus Money). All were in favor.
 
City Manager Doug White reported that there was some renovation work needed on the old City Hall Building in order for the Public Safety Department to move in. Mayor and Council gave authorization for the City Manager to pursue a USDA grant/loan for the work.
 
Council Member Peppers made a motion, seconded by council Member Porter to approve a GMA lease for $26,529 for a pump for WWTP and $7528 for a copier for City Hall with the first payment to begin after July 1. All were in favor.
