SOCIAL CIRCLE CITY COUNCIL

CALLED MEETING 

August 10, 2009, 6:30 PM

 

Mayor Burgess called the meeting to order with the following Council Members present: Angela Porter, Anne Peppers and David Keener. Also present were City Attorney Joe Reitman, City Manager Doug White and City Clerk Susan Roper, Grady Lemonds, Hal Dally and Jackie Rainwater from the SCDA. 

 

Vice Mayor Price arrived at 6:43 PM

 

City Manager Doug White presented the 2009-2010 budget. 

 

Mayor Burgess opened a public hearing and entertained questions from Council and the audience. There being none Mayor Burgess closed the Public Hearing.

 

Mayor Burgess opened a property tax rate increase public hearing and introduced Grady Lemonds, Chairman of the Social Circle Development Authority who made a presentation for a 1 mill increase in property taxes to cover a property investment for the industrial area in Social Circle. 

 

After much discussion and input from the audience Mayor Burgess closed the public hearing.

 

Attorney Joe Reitman introduced and explained easements for the General Mills property for adoption. Restrictive Covenant,Water and Sewer Easement Agreement, Water Service and Tie-In Agreement and Temporary Easement Agreement. Council Member Peppers made a motion, seconded by Vice Mayor Price to approve as presented. All were in favor.
