MINUTES
SOCIAL CIRCLE CITY COUNCIL
REGULAR MEETING 
September 8, 2009, 6:30 PM
 
 
Mayor Burgess called the meeting to order with the following Council Members present: Angela Porter, Anne Peppers, Traysa Price and David Keener. Also present were City Manager Doug White and City Clerk Susan Roper. 
 
Mayor Burgess led the pledge of allegiance.
 
Eric Bosman representing Urban Collage made a presentation of the final plan for the Social Circle Downtown Streetscape. After the presentation a number of guests shared comments and asked questions. 
 
Council Member Porter made a motion, seconded by Council Member Price to approve a Citizenship Day and Constitution Week Resolution as presented. All were in favor. 
 
Mayor Burgess presented Mr. Loyd Puckett from the Sons of the American Revolution with the Citizenship Day and Constitution Week Resolution.
 
 
Lurie Maddox spoke to the Mayor and Council regarding the proposed 1 mill property tax increase. He stated that he and others formed a group to go out into the community to see how people felt about the increase. Mr. Maddox presented the Mayor and Council with a petition with some 390 signatures all in protest of the 1 mill increase. 
 
The agenda was approved as submitted.
 
Vice Mayor Price made a motion, seconded by Council Member Peppers to approve the Minutes for July 28, 2009, August 10, 2009, August 17, 2009 and August 18, 2009 as presented. All were in favor.
 
Council Member Peppers made a motion, seconded by Council Member Porter to approve the financial statements for August 2009 as presented. All were in favor.
 
Council Member Keener made a motion, seconded by Council Member Price to maintain the current mill rate with no increase. (7.411) All were in favor.
 
Council Member Peppers made a motion, seconded by Council Member Porter to approve a resolution to move the Absentee Ballot Polling Place to 166 N Cherokee Road. All were in favor.
 
Meeting adjourned at 7:26 PM.
