Social Circle City Council Meeting

Mayor Burgess called the meeting to order with the following Council Members present: Angela Porter, Traysa Price and David Terry. Also present were City Attorney Joe Reitman, City Manager Doug White and City Clerk Susan Roper.
Guests present were: Nancy Kinsey, Joe Johnston, James Faucett, Larry Knox and Lurie Maddox.
Mayor Burgess led the Pledge of Allegiance.
Citizens Requests
Senator John Douglas reported his excitement regarding Social Circle’s business prospect that the Social Circle Development Authority is working with. He also applauded Social Circle on their recent July 4th celebration and dedication of the new Public Safety Department. Mayor Burgess also reported that Senator Douglas was working with DOT to allow a city limit sign on I-20.
Vice Mayor Price made a motion, seconded by Council Member Porter to approve the agenda as presented. All were in favor.
Council Member Terry made a motion, seconded by Vice Mayor Price to approve the minutes for June 13 and June 23 as presented. All were in favor.
Council Member Porter made a motion, seconded by Council Member Terry to approve the Financial Statements as presented. All were in favor.
Nancy Kinsey, Executive Director of the Walton County Development Authority reported to Mayor and Council that a very favorable business prospect was interested in Social Circle. The Social Circle Development Authority is currently acquiring additional property to make the land feasible for the prospect. This prospect would be making a 40-50 million dollar investment. The building would be 1.3 million square feet and take 2 years to build. Could produce as many as 200 jobs. Mrs. Kinsey stated that in order to attract this prospect Social Circle and Walton County would need to approve a 10 year phase in tax abatement. Full taxes would be paid until the tenant occupies the building then the 10% phase in would begin after they occupy the building. In addition Social Circle was offering 3 months of free office space to accept applications and waive tap fees for utilities necessary to serve the property. After some discussion Council member Terry made a motion, seconded by Vice Mayor Price to approve the 10% tax abatement (not including school taxes). All were in favor.
Nancy Kinsey, Executive Director of the Walton County Development Authority submitted a resolution to amend the creating resolution of the Social Circle Development Authority adopted on June 14, 1988 to allow either Social Circle Development Authority or Development Authority of Social Circle to be recognized as official names of the authority. Council Member Terry made a motion, seconded by Vice Mayor Price to approve the resolution. All were in favor.

Council Member Terry made a motion, seconded by Council Member Porter to approve a loan agreement for Social Circle Dev. Auth with the Bank of Social Circle for $800,000 at 4% interest. All voting (Porter, Burgess & Terry) were in favor. Price was absent for the vote.
Vice Mayor Price made a motion, seconded by Council Member Porter to approve a Section 125 Cafeteria Plan Agreement retroactive to June 1, 2005. All were in favor.
Council Member Terry made a motion, seconded by Vice Mayor Price to Authorize City Clerk Susan Roper to open a checking account for the USDA Streetscape Project. All were in favor.
Council Member Porter made a motion, seconded by Council Member Terry to authorize Mayor Burgess to sign necessary paperwork for a GMA Lease for Police Cars in the amount of $172, 028.00 for 3 years at 3.82%. All were in favor.
Social Circle Board of Education Land Swap – Tabled until August 8, 2005.
Vice Mayor Price made a motion, seconded by Council Member Porter to approve the 1st Reading of the Updated Code. All were in favor.
Council Member Terry made a motion, seconded by Vice Mayor Price to Approve the Final Plat for TownPark Subdivision. All were in favor.
Approval of Final Plat for Brookstone Office Park – tabled until August 8, 2005.
Vice Mayor Price made a motion, seconded by Council Member Terry to approve an Agreement with Walton Co Soil Conservation District to allow Walton County to conduct the reviews and approval of the erosion and sediment control plans of projects that arise within the City limits of Social Circle. All were in favor.
Council Member Porter made a motion, seconded by Vice Mayor Price to amend the Minutes of April 11, 2005 to include award of Water pipe bid to National Waterworks for $259,278.00. All were in favor
Council Member Terry made a motion, seconded by Council Member Porter to re-appoint Frank Sherrill, Shirley Moore and Joe Johnston to the Planning & Zoning Commission for a 2 year term. All were in favor.
Vice Mayor Price made a motion, seconded by Council Member Porter to appoint Signora Jackson (replace Luke Flowers) to the Planning & Zoning Commission for a 2 year term. All were in favor.
Mayor Burgess asked Council Member Porter to speak with Tommy Brown whose term has expired on the Planning & Zoning Commission to see if he is interested in continuing to serve.
Mayor and Council instructed Attorney Joe Reitman to being the process to amend the Planning and Zoning Code to include that members would automatically be removed from the Commission if they missed 3 meetings.
