Vice Mayor Price called the public hearing to order to hear public comment regarding the recently annexed property.  There being no one present to speak for or against Vice Mayor Price closed the public hearing.

 

Vice Mayor Price called the meeting to order with the following Council Members present:  Anne Peppers, Angela Porter and David Terry.  Also present were Attorney Lee Abney, City Manager Doug White and City Clerk Susan Roper.

 

Guests present were:  Joe Johnston, Doug Peters, James Evans, Emory Thompson, Don Garner, Jane Astin, Darrel Mitchell, Jeff Johnson and Steve Shelton.

 

Vice Mayor Price led the pledge of allegiance.

 

There were no citizen requests.

 

There were no council requests.

 

Attorney Lee Abney performed the “Swearing In” oath for Council Member Terry and Vice Mayor Price.

 

Council Member Terry made a motion, seconded by Council Member Porter to approve the agenda as presented.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Porter to appoint Susan Roper as City Clerk.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Terry to appoint Susan Roper as Pension Secretary.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Porter to appoint Lambert and Reitman as City Attorney.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Terry to appoint Rebecca Dally as Municipal Court Judge.  All were in favor.

 

Attorney Lee Abney performed the “Swearing In” oath for Police Chief Jeff Johnson. 

 

 

 

Council Member Terry made a motion, seconded by Council Member Peppers to approve the minutes for January 2006 as presented.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Terry to approve the financial statements for January 2006 as presented.  All were in favor.

 

City Manager Doug White reported to Mayor and Council that the Planning & Zoning Commission had voted to recommend the following: 

 

  1. Amend the City of Social Circle Zoning Ordinance to add Section 913 MUBP as a separate zoning class. 
  2. Apply zoning to the 98.5 acre tract as follows:  57 acres agriculture as delineated on the map and the balance to I1 (light industrial). 
  3. Apply zoning to the 132 acre tract of I1 (light industrial). 
  4. Apply zoning to the 272.24 acre tract of Agriculture subject to a petition from Mr. Mitchell (owner) to Mayor and Council. 
  5. Apply zoning to the 514.12 acre tract of MUBP. 
  6. Apply zoning of Government to the state owned by DNR.

 

Vice Mayor Price opened a hearing to hear public comment regarding Amending the Zoning Ordinance to add MUBP as a zoning class.  There being no one present to speak for or against the hearing was closed. 

 

Council Member Terry Made a motion, seconded by Council Member Peppers to approve an amendment to the Zoning Ordinance to add MUBP (Mixed Use Business Park) (Section 913) to the zoning ordinance.  All were in favor.

 

Vice Mayor Price opened a hearing to hear public comment regarding zoning for the recently annexed property.  There being no one present to speak for or against the hearing was closed.

 

Council Member Peppers made a motion, seconded by Council Member Porter to approve the recommendation of the Planning & Zoning Commission to apply zoning as follows: 

1.      Apply zoning to the 98.5 acre tract as follows:  57 acres agriculture as delineated on the map and the balance to I1 (light industrial). 

2.      Apply zoning to the 132 acre tract of I1 (light industrial). 

3.      Apply zoning to the 272.24 acre tract of Agriculture subject to a petition from Mr. Mitchell (owner) to Mayor and Council. 

4.      Apply zoning to the 514.12 acre tract of MUBP. 

5.      Apply zoning of Government to the state owned by DNR.

All were in favor.

 

 

Vice Mayor Price opened a hearing to hear public comment regarding adoption of a Resolution to amend the Comprehensive Plan.  There being no on present to speak for or against the hearing was closed. 

 

Council Member Terry made a motion, seconded by Council Member Peppers to approve the Comprehensive Plan Amendment Resolution. (Attached)  All were in favor.

The request from Thompson/Coleman for the abandoned road bed was tabled until the next meeting pending a legal description to be provided by Thompson/Coleman. 

 

Council Member Terry made a motion, seconded by Council Member Peppers to approve the Annexation Resolution.  (Attached)  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Terry to approve the Employment Incentive Program Application Resolution (attached) for the Blue Willow Village Project.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Terry to approve the Downtown Development Revolving Loan Fund Application Resolution (attached) for the Blue Willow Village Project.  All were in favor.

 

Council Member Terry made a motion, seconded by Council Member Peppers to approve the OneGeorgia Authority Application Resolution (attached) for the Blue Willow Village Project.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Terry to approve the DDA Georgia Cities Foundation Application Resolution (attached) for the Blue Willow Village Project.  All were in favor.

 

Council Member Porter made a motion, seconded by Council Member Terry to approve the GMA Lease agreement to purchase a Pick up truck for the Public Safety Department.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Porter to approve the Capitalization Policy as presented (attached).  All were in favor.

 

Council member Porter made a motion, seconded by Council Member Terry to appoint Anne Peppers as Vice Mayor.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Porter to leave regular session and allow R. J. Wood to attend the session.  All were in favor.

 

Council Member Peppers made a motion, seconded by Council Member Porter to go into Executive Session.  All were in favor.

 

 

Council Member Peppers made a motion, seconded by Council Member Porter to go out of Executive Session and back into regular session.  All were in favor.

 

Council Member Terry made a motion, seconded by Council Member Porter to adjourn.  All were in favor.
