Minutes from January 9, 2006 - 6:00pm

Vice Mayor Price called the meeting to order with the following Council Members present: Anne Peppers and David Terry. Also present were Attorney Lee Abney, City Manager Doug White and City Clerk Susan Roper.
Guests present were: Mike Abernathy, Ray Abernathy, Emory Thompson, A C Coleman, Genny Johnston, Joe Johnston, Jamie Peterson, Jeff Johnson, Johnny Smith, Annette Gibbs, Tiffany Burton and Shirley Moore.
Vice Mayor Price led the pledge of allegiance.
Tiffany Burton asked Mayor and Council to consider repairing the water line in Heritage Park instead of patching it. There have been numerous breaks recently and each time it causes the water heater to have to be drained to get rid of the sediment. Not only is it a nuisance, but is getting expensive. City Manager Doug White explained that he was working on some numbers for the project to present to Council. He had been made aware at the last meeting by Council member Terry.
Council member Terry made a presentation to Captain Johnny Smith for his many years of service to the City of Social Circle.
Council Member Terry made a motion, seconded by Council Member Peppers to approve the agenda with 1 addition: #12 Intergovernmental SPLOST Agreement. All were in favor.
Council Member Peppers made a motion, seconded by Council Member Terry to approve the minutes for December 9, 2005 and December 12, 2005 as presented. All were in favor.
Council Member Peppers made a motion, seconded by Council Member Terry to approve the Financial Statements for December 2005 as presented. All were in favor.
Council Member Terry made a motion, seconded by Council Member Peppers to approve a Conditional Use Permit for Annette Gibbs at 453 S Cherokee Road for Day Care subject to approval from DOT for her driveway. All were in favor.
After much discussion the request from Thompson/Coleman for the abandoned road bed (Ash & Hill Street) was tabled until the next meeting. Legal council advised that a notice needed to be run in the paper and they would prepare.
City Clerk Susan Roper submitted a request to Mayor and Council to allow the use of Credit Cards as a payment method for Customers. City Attorney Joe Reitman had done additional research and confirmed that a “Convenience Fee” could be charged. Council Member Terry made a motion, seconded by Council Member Peppers to approve the request. All were in favor.
Council Member Peppers made a motion, seconded by Council Member Terry to authorize the City Clerk to open a checking account to handle the credit card transactions. All were in favor.
Council Member Peppers made a motion, seconded by Council Member Terry to approve the amendment to the Drug and Alcohol Abuse Prevention Ordinance to change the location of the collection facility to Dr. Bennett’s Office here in Social Circle. All were in favor.
Council Member Peppers made a motion, seconded by Council Member Terry to authorize Mayor Burgess and City Clerk Roper to execute the SPLOST Agreement as presented. All were in favor.
Meeting adjourned at 6:40 PM.
