Minutes from December 12, 2005

Vice Mayor Price opened the public hearing for zoning. City Manager Doug White explained the process to date to annex 1200 acres into Social Circle. He also pointed out that the Planning and Zoning Commission recommended adding MUBP as a zoning classification to the Zoning Ordinance. There were no parties present to speak for or against the zoning classification.

Vice Mayor Price called the meeting to order with the following Council Members present: Anne Peppers, Angela Porter and David Terry. Also present were Attorney Lee Abney, City Manager Doug White and City Clerk Susan Roper.

Guests present were: Dot Gibbs, Mary Lynne Reinagel, Adrea Miller, Charles Bell, Ed Reinagel, Joe Johnston, Diane Johnson, Teri Wommack, Franklin Bell, Mike Martin, Tom Lutton, Yousef Dosani, Don Garner and Jamie Peterson.

Vice Mayor Price led the pledge of allegiance.

Senator John Douglas wished all a Merry Christmas and Happy New Year. He noted that session would begin January 9, 2006.

Council Member Peppers made a motion, seconded by Council Member Terry to approve the agenda with the following additions: 17. New Meter Service, 18. Probation Contract. All were in favor.

Council Member Terry made a motion, seconded by Council Member Porter to approve the minutes for November 2005 as presented. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Terry to approve the Financial Statements as presented. All were in favor.

Teri Womack, President, Walton County Chamber of Commerce presented a contract for services for July 1, 2005 through June 30, 2006. Council Member Terry made a motion, seconded by Council Member Peppers to approve as presented. All were in favor.

City Manager Doug White presented to Mayor and Council a recommendation from the Planning and Zoning Commission to approve a 2’ Variance for Mrs. John P. Gibbs on N. Cherokee Road. Council Member Terry made a motion to approve, seconded by Council Member Porter. All were in favor.

Council Member Porter made a motion, seconded by Council Member Terry to approve a motion to Amend Zoning Ordinance to add a MUBP Classification to the text. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Terry to place zoning classification on annexed property as follows:

Map 154, Parcel 1 Light Industrial

Map 156, Parcel 5 Light Industrial

Map 156, Parcel 4 Government

Map 173, Parcel 1 MUBP

Map 159, Parcel 1 MUBP

And to provide for the change to be reflected in our land use map, comprehensive plan and through a resolution to notify the Northeast Georgia RDC accordingly. All were in favor.

City Manager Doug White requested that the request from Thompson/Coleman to request an abandoned road bed be tabled until January 9, 2006.

Council Member Peppers made a motion, seconded by Council Member Porter to approve a Malt Beverage & Wine Pouring License for Sycamore Grill. All were in favor.

Council Member Terry made a motion, seconded by Council Member Porter to approve Malt Beverage & Wine Licenses for the following vendors:

Citgo Food Mart 856 N Cherokee Road

San Food and Gas 1299 N Cherokee Road

Social Grocery 137 S Cherokee Road

Genet Village Mart 247 Cannon Drive

Freshway Market 1261 N Cherokee Road

BF Food Mart 1265B N Cherokee Road

All were in favor.

Tree Board Appointments (2) was tabled until January 9, 2006.

City Clerk Susan Roper presented a proposal to Mayor and Council to consider taking credit cards as a form of payment in City Hall. After some discussion Staff was instructed to hold off on the proposal.

Council Member Terry made a motion, seconded by Council Member Peppers to approve a SPLOST Resolution. All were in favor.

Council Member Porter made a motion, seconded by Council Member Peppers to approve an Administrative Contract with ALGA for administration of the CDBG project. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Terry to approve a Resolution for the Social Circle High School Redskin Football Team commending them on their outstanding season. All were in favor.

Council Member Terry made a motion, seconded by Council Member Porter to approve a contract with D. Ragsdale for $9,400 to run a water meter service to Certainteed. All were in favor.

Council Member Peppers made a motion, seconded by Council Member Terry to approve a new probation Contract with Southern Concepts. All were in favor.
