Minutes from December 7, 2005 - 6:00pm

Mayor Burgess called the meeting to order with the following Council Members present:  Anne Peppers, Traysa Price, Angela Porter and David Terry.  Also present were City Manager Doug White and City Clerk Susan Roper.


 


Guests present were: None.


 


Mayor Burgess initiated discussion regarding the Legacy Museum.  He suggested that the contract drawn up by Attorney Joe Reitman be amended to include the following: 



  • 1 year lease
  • Lease may be renewed with provision that rent may be negotiated
  • Lease must protect the City of Social Circle
  • Renter will maintain full insurance on contents
  • City will maintain full insurance on property (building)
  • Improvements to the building become part of the property if & when vacated.
  • City will not be responsible to contractors or suppliers for improvement costs
  • City welcome center is manned and stays open each day for a set number of hours
  • Display the BHTP Director wants is accessible in center
  • Visitors have unlimited access to bathrooms
  • City will have access to building (City Manager)
  • Renter is to provide suitable space for Better Home Town Director and BHTP operations/GIS office
  • 50/50 split on utilities
  • City has an option to regain possession of the building when it is needed.

 


After some discussion Council Member Peppers made a motion, seconded by Council Member Price to approve the lease with the Legacy Museum.  All were in favor.


 


After much discussion Council Member Peppers made a motion, seconded by Council Member Price to approve Plan B for a City Pay Scale as presented by the Carl Vinson Institute of Government to take effect December 30, 2005.  All were in favor.


 


Council Member Price made a motion, seconded by Council Member Porter to approve the attendance incentive pay as submitted.  All were in favor.


 


Council Member Terry made a motion, seconded by Council Member Peppers to implement a rate structure for use of the Community Room for $50 and the Library for $25 with the following stipulations:


·        No Charge for Civic Organizations in Social Circle


·        No Charge for Non Profit Organizations in Social Circle


·        No Charge for Governmental Agencies


All were in favor.


 


Staff presented a proposal to Mayor and Council to implement an option for Credit Card for payments in City Hall.  After some discussion staff was instructed to contact GMA for more information.


Mayor Burgess and City Manager Doug White gave Council a report on the recent SPLOST meetings.  Mayor Burgess went over a list of projects that the County wanted to present for SPLOST.  Mayor Burgess suggested that a Resolution be prepared and adopted Monday night in support of the City’s position on SPLOST.


 


Council Member Peppers made a motion, seconded by Council Member Terry to approve the purchase of a new phone system for City Hall and Fire Department for $9,675 and to enter into a lease agreement with GMA for 3 years at 4.37% interest.  All were in favor.
