Minutes from October 17, 2005

Mayor Burgess called the work session to order with the following Council Members present: Anne Peppers, Traysa Price, Angela Porter and David Terry. Also present were City Manager Doug White and City Clerk Susan Roper.

Guests present were Dr. Steve Condrey and Carl McCoy from the Carl Vinson Institute of Government.

Dr. Condrey informed Mayor and Council that his office had prepared a Classification and Compensation Plan for the City. He said that the City’s positions were organized and our operation appeared “tightly run”. He commended Mr. White on a good job.

Dr. Condrey presented 3 plans. A, B & C. He said that they were 104%, 100% and 96% respectively of the market. He suggested that we implement January 1, 2006 and leave July for cost of living adjustments. Thereby having a lower increase in personnel costs per budget year.

Mayor and Council asked staff to prepare a list of salary for all positions currently filled.

Optech (a company that provides water treatment operations) made a presentation to Mayor and Council to privatize the water treatment plant. They said they could come in immediately with no problem. They looked forward to working with the City in a long relationship.

Mayor Burgess stated that he had contacted another company to have another bid for comparison. It should be in quickly.

Mayor and Council discussed the personnel issue at hand with Doug Peters, Superintendent at the Water Plant. Staff was authorized to pay Doug overtime back to August 1, 2005 that which had not already been paid based on the 118.25 hours submitted by Doug Peters.
